PS: help on access control list?

hi experts

I have activate ACL Functionality in Project profile and Network Profile.

When i create Project definition and WBS Element and click on intermediate save i can see ACL tab in WBS Element.

when i click on ACL tab i can see 2 radio buttons. in this tab how can i assign users.

Another issue when i re-open the project and select the WBS Element, ACL tab is not appearing.

Please let me know what need to be done.
