Across then down does not work in Mailing Label Report

Crystal Version SAP BusinessObjects Crystal Reports 2013 Support Pack 4 Version 14.1.4.1327 CR Developer

I am using a Stored Procedure for my report. In which I have to show data in details section across and then down.

It doesn't work, it shows one below the other.

Edit the Section and then check on Format with Multiple Columns, copy the first set of fields and paste them next to the first set, repeat as required.
