change langu when copy

Hi,

When i copy a std prog the original langu is DE and i cant create a prog in EN.SO if i create in DE then only i can change language key to EN.If i do like this i am facing a problem when i execute the prog.because it fetch the EN langu where i havent modify any thing and cant modyfy also.but i modyfy in DE langu only and how to solve the problem.

pls help to solve the issue and i will be thankful to you.
