Report Query Compensation Management

Hello All

I am trying to see where in R/3 Compensation Management can I perform customization for showing a report in MSS portal front-end as to which all managers have exceeded their budgets and who all have completed the merit process.

Since it is not part of standard reporting tool, does anyone know in which part do we need to do the customization ? Would coding be needed in R/3 backend or portal ?
