Unmanaged RAS connection error - ORACLE DB Connection error

I installed Crystal Server 2016 and Crystal Report 2016.

I tried to connect to web application which was developed with Crystal Report 9.

We are upgrading the Crystal Enterprise Server 10 to Crystal Server 2016.

When I tried to print out pdf from my web application, there is a connection error for Crystal Report Server.

Crystal Server 2016 has one named user license.

Below is the error from test of the local client computer

Can anyone help me to fix the error? Failed to load database information. Error in File order 8992_8496_{8AA8D1EF-0094-4BBF-8C79-C1365B8987B5}.rpt:

The old Crystal for Enterprise and the newer Crystal Server are two completely different sets of code with different SDKs for integrating them into your application. The code and libraries that worked with Crystal 9 will not work with the newer Crystal Server.
