[code]Please check SPRO -> Sales & Distribution -> Master Data -> Business Partner -> Use Sales Employee Without HR
But you have to transport relevant table for this purpose. Please read the note below.
<u><b>Use Sales Employee Without HR</b></u>
In order to use the sales employee, you need an HR master record. If you do not use the Human Resources application component (HR), you can transport the HR tables that you need for creating, changing or displaying a sales employee from client 000 into the target client.
Note
In order to transport the required HR tables from client 000 into the target client, you must have two transport requests. Report RPUTRL00 is called and updates the Customizing and system tables in separate transport requests.
<b>Please read OSS Note 28418. 854390, 29746 & 11887 are also useful</b>

If you have CO-module then target should better be treated as Budget in it.
If you want target Vs Achievement Report in SD without CO and HR Module in place, still you can do it.
Sales Person becomes a partner function (VE) to capture the data on sales part. To Capture the Budget(or target part) use a separate order type. You can use query (to combine both the parts) to get the desired report.
Thanks.

Hi,
Are you using SAP-HR as well ?
One solution is to assign the partner function "sales employee - PE " to your sales document type and then the sales related data can be analysed in the standard info structures or self defined info strcutures. This is for analysis.
I am not sure about the target fixing though but you can try Sales and operation planning. Not sure though whether this could work on the employee level or not. This is basically used at either product or product group.
Reward points if helpful.
