JEXC is manual condition for domestic pricing schema and working good for set off tax codes.but same condition is not working for non-set off tax codes

Manual excise is only applicable for set off and not inventory condition. This is as per standard.
Since non deductible excise will be loaded to inventory anyway, you may create some condition in the pricing procedure itself and load the excise value to inventory through pricing instead of through taxes.
