What is the use of maintaining negative stock in plant in material master-plant data/stor.2 view?
In what situatioin and for what material types we have to maintain that?

This is basically a business decision. Most likely used when using REM, where back flush is being defined for the components.
For Mandatory components this can be maintained, say for example a "CAR" assembly where without 4wheels the CAR product cannot be delivered(GR) out of the planned order.
The situation here can be such that though wheels are physically available in stock, but the QI documentation is not cleared so in system this is a shortage of stock.
Here when we do backflush for the CAR, since the wheel is not available in SAP Stock, goods movement error record is created and it goes to "COGI", to avoid this additional work of clearing goods movement errors, we define "Wheel" as "Negative stocks" allowed.
Hope i was able to give an insight of negative stock allowed scenario.

Negative stock balances can only result if they are allowed at the following levels:
Valuation area level
Storage location level
Material level (plant data in the material master record)
Negative stock levels are already allowed for special stocks if negative stocks have been activated in the valuation area and for the special stock in question in the plant. You do not have to activate them in each material master record.
You can have negative balances in stocks of the <b>types</b> "<b>unrestricted-use</b>" and "<b>blocked</b>".
Negative balances are possible in the following special stocks:
Vendor consignment (K)
Stock of material provided to vendor (O)
Consignment stock at customer (W)
Sales order stock (E)
Project stock (Q)
Returnable packaging stock at customer (V)
Returnable transport packaging (M)
<b>Types</b>
A means of subdividing storage location stock or special stock.
The stock type gives an indication of a material's usability.
The storage location stock and special stocks on hand on an enterprise's own premises are divided into the following types:
Unrestricted-use stock
Stock in quality inspection
Blocked stock
Special stocks at vendors' or customers' sites are divided into the following types:
Unrestricted-use stock
Stock in quality inspection
If batch status management is active, a further stock type is supported: "restricted-use stock".
The stock type is of relevance in determining available stock in Material Requirements Planning, and for material withdrawals and the physical inventory
<b>Unrestricted Use</b>
The valuated stock of a material held and owned by a company that is not subject to usage restrictions
<b>blocked stock</b>
The valuated stock of a material that cannot be used and cannot be classed as "unrestricted."
For the availability check, blocked stock is "not available."
The stock type "blocked stock" is not the stock type "goods receipt blocked stock."
