UWL / SAP Workflow Inbox Question (ESS and ERP) - User Accounts?

Not sure how to even ask this question...

Can a workflow task or notification be sent to someone who is not a backend SAP user?

Or does the recipient have to at least have some kind of non-dialog user account on the backend?

For example, most ESS users do not have user accounts on the backend SAP HR server. (Or do they have some special non-dialog user account?)

I am interested in, say, a workflow related to a notification or task related to Accounts Payable or Fixed Asset Accounting. The initial recipient would not be a SAP user. But, later on in the workflow, a "processor" would be a SAP user.

I am particularly interested in that <i>initial</i> recipient. How are they set up in the backend?

If a user has an ESS license, don't they have some kind of authorizations to workflow? And, by using the FIN and HR extensions on the FIN and HR servers respectively, can't the ESS user receive non-HR related workflow notifications?

Oh! And would the workflow be set up on the HR server or the ERP/Fin server? For a non-HR workflow? Or, because the extensions are involved, it does not matter?
