Workflow work items

Hi everyone, please help

Everytime we do a client copy from our production system to our QA system then SAP workflow does not work on QA.Is it because of different work item id's on the systems?When I go to tran SWU3 and do a verification then I don't get any workflow in my SAP Inbox but in the ABAP error log it shows a ABAP dump with duplicate record insert.

Where does a internal number in SAP get assigned to a workflow item?
