ATP Re-check for Sales Orders when inventory becomes available

We are currently using ATP with Sales Orders - also have Fixed-Date set to on. The initial ATP check works great, promising material when available based on ATP config. It pushes out materials unavailable, using schedule lines as approriate. Will default to TRLT if now new supply is via a production or purchase order is not on the horizon. Once the order is saved with the ATP date settings, theres nothing that will auto-rerun ATP if new inventory arrives earlier than expected. We can't run re-scheduling for the orders due to Fixed-Date check, and don't want to since it would disrupt to many line items. So when new inventor comes in, if a NEW order is dropped in the system, it see the new inventory and allocates to the new order vs moving up the dates on the order entered earlier - often many days earlier. How can I make sure new orders can't "STEAL" from on-hand?
