Issuing material to production order

The scenario is as follows:

The production order is assigned to a WBS element. Material exists in un-restricted use stock (not project stock) and we need to issue this material to the production order. I tried to use CO27 and MB26, however both demand project stock. Is there a configuration step I need to make this work? IT doesn't make sense that I have to move the stock from unrestricted use to project stock before being allowed to issue it to my order...
