How to avail an option of uploading work permit word document in SAP PM work Order ?

My client has a requirement of uploading work permit document while creating work order, there is no need of making WCM settings in system its a simple permit which we create via IPMD which is optional not mandatory.

I have created the work permit via IPMD and also it is optional, just want to know the configuration settings to keep an option of downloading and uploading the work permit document.

Please help me with the solution

For a Work Order you may create a general attachment from a local file using this icon and option:

Later access through "Attachment list".

Yes I have already tried this but the requirement is document should be available in advance as soon as the order gets created. They don't want to upload it manually. we are trying to use content server concept for this. If you have any idea on this please suggest
