Rel Strgy

Plese guide me on this below Issue

As per Netorder value The PO should determine A1 Approval level Rel Stry, but it determined the A2 level Rel Stry. I have checked all char's values,but I have not found any differences except Netorder value limits.

Previously i got same kind of Issue,but in that case in A1 level PO document type was not maintained,but its maintainted for all higher approvals levels(Rel grp and Rel.strys combinations).
