Hi,
First a vacancy needs to be created for the corresponding position (IMG settings).
Then you can check the applicant details with that stored in PB4002 table which is the infotype for vacancy assignment.
If the qualifications match the requirement of the vacancy, then you can recruit the person.
This I suppose may give you some hints on how to go about this, though the exact solution may be specific to your requirements.

You will have to maintain the qualification catalog in PD module and assign required qualifications to the positions. In case a position becomes vacant and you want to shortlist applicat based on the required qualifications, you can do that using the 'profile matchup'.
