Enterprise Services Repository - Availability?

Can anyone tell me when the Enterprise Services Respository (ES Repository) discussed in this SAP Insider article -> http://www.sapinsideronline.com/spijsp/articles.jsp?article_id=46720&volume_id=6262 will be available?

Or is it available now? Maybe in NW 2004s?

Any help finding this would be much appreciated.
