global.srvc issues with content and publishing

Hi gurus, and all you others.

We are converting from externally maintained ITS-services and templates to maintain them through SE80 and publish them out to the ITS via the IACOR.

We are running R/3 4.7 1.10 on unix and ITS 6.20 on W2k3 boxes.

I have two issues.

1. Contents of global.srvc is corrupt?

The contents of global.srvc is not what I expected it to be.

It basically contained two rows with the following content

00000000000064B00000000000000000000000000000000000

¿È×Û###ÕNQ#Â#»Í##ÎÔËÒ(}#ØÝ×/#B#×-ʤ¤P*©ºS!.ËY9#ÊOD ;#ÍæÍ##b#x#!#«oHJ_ú#!#~#Ï!b#x#!^##oÇŽ#z#¢,##B#:Ä#µK:#ßpR#W#1Äk#z¢Þ##B`oÈ%#Å#¬!b#x#!#£(##ô}##¹$Ó·÷#í뾡"#Ãð¹{¨þÜ#ï#Bß##
My question is why?

I can of course change the content and insert all the values from the global.srvc from the ITS-directory, but my curious mind wants to know why it is corrupt.

Patch levels of R/3 are:

SAP_BASIS 620 0050 SAPKB62050

SAP_ABA 620 0050 SAPKA62050

SAP_APPL 470 0024 SAPKH47024

SAP_HR 470 0017 SAPKE47017
How ever, I looked into an integrated ITS on a 6.40 system and there the service GLOBAL looked nice.

2. I cannot publish global.srvc

Regardless of how I initiate the publish, the service file for global.srvc still looks the same and the status on the internet service GLOBAL in SE80 is still Saved.

How do I publish the global.srvc?

Publishing other services works wihtout issues. They also change status from saved to Publish/part-published.

I do not find any relevant information in SDN or on sapnet for any of these cases.

TIA (thanks in advance)

Fredrik
