Block the order automatically

I want to create a process for sales order when sales order quantity exceeds 4 months by a defined percentage(ex. 150%) then the order is to blocked for delivery. The process will calculate a rolling 6-month average order quantity by sold to and product family.

I have BI environment but the solution seems to be quite expensive is there a solution that can be implemented in SAP ECC
