Is it posible to clear docs with diferent tax withholding codes??

Is it posible to clear a down payment request without withholding tax by using an invoice with withholding tax?

When you try to clear a down payment request without withholding tax by using an invoice with withholding taxes the system pop up a error message that says the tax withholding codes are not the same and it can´t allow to clear. Is there some way to clear this type of documents ??
