I have a Global HCP account and HANA DB as a service with 64 GB. I created 2 HCP sub account with Dev and Production.Now i want to do the same with DB and assign it to dev(8 GB) and production(56 GB).

Subaccount concept is not relevant for Databases. Please read this very nice blog about what subaccounts provide you, they even have a section on DBs
