The issue was we had some performance issue in the system so the delivery creation was taking more time. Some deliveries were not created because of the error "Material is been locked. So thought if we change this field value it may help to reprocess again but after the system performance issue is sorted. We did not receive this issue again.

You need to explain why the materials are blocked ? Nevertheless, if delivery can happen for such materials, it is enough if you remove the block, then in the next run, delivery would be generated
You are talking about material blocking in the issue description, whereas, the field you have highlighted in RVV50R10C is related to the blocking of sales order by the system for creating the delivery. i.e. technical blocking of the document. So you are looking at the wrong direction I reckon.
