Is it possible to check the CMS.exe status from a cmd line in Windows Server

I am trying to write a .bat file that will start SIAs on my clustered CMS Windows nodes, check for the primary CMS to be up and running after the SIA on that node starts, then only move to the other node and start it's SIA after the first is CMS.exe running.

Is it possible to check the CMS.exe status remotely via the command line?

Beyond each CMS, I also want to check that status of the cluster before moving to start all other SIAs in the farm. Is that possible from the command line?

I mean this is a pure OS specific, not product specific question. Would make more sense to ask Microsoft or google ;)
