Is there a way to restrict LTL freight orders to one stage during optimizer planning?

One way is to restrict using the master data by setting up transportation lanes accordingly.

But this solution doesn't support other business requirements.

Tried looking for incompatibility settings but there is no incompatibility definition which can support Means of Transport V/s Freight Order Stages.

Hence looking for the solution to this problem in standard SAP TM functionality to meet this business requirement.
