I assume you mean all the 200 workers are the in the maintenance department. Identify the teams by which they are organized eg: Mechanical, electrical or line 1, line 2 etc.. If you are using SAP HR you can map the employee records with the workcenter. Then using the capacity levelling and monitoring transactions ensure that load is evenly distributed among the workers. In addition capacity check can be enabled for the maintenance order. Capacity management is a big topic and will require much more explanation. If you are already familiar with capacity planning in production planning it will be easier.
