Transfer Structures remain Inactive

Hi BI Gurus,

We are using BI 7.0 SP 08. We developed our Objects in DEV BOX and NOW transported to QA BOX. Our problem is that Transfer Structures for Master Data Attribute and Texts remains GREY. When we click on Transfer Rules tab and DataSources tab, it shows active. But when we click on Infopackage, it says "Transfer Structure still inactive" in the status bar. In r3 side we are using 4.7 PI:2003_1_470
