Restriction of values required by user

Cam somebody explain me how "Restriction of values required by user" works? I ve read help but didnt understand.

Practical example would be excellent

Means the variable is obligatory.

You cannot execute without filling the variable.

The user have to restrict the selection.means from - To if the variable is multiple selection. Or equal if single values.
