Since you seem to need an answer very quickly, I suggest that you talk to an ABAP programmer since you will have to define which IT0021 should be considered (which sub-types, age limits, limit on number of dependants, etc...), and I don't think that there is a standard configuration option that corresponds to your requirement.
Note that a quick Google search using "sap quota entitlement based on number of dependants" showed me some promising hyperlinks related to Saudi Arabia and to the UAE, so you may try to search for solutions. If not, please wait for others to respond to your query.
