Unable to access identity management with Administator

I am using Sneak Preview SP7 and am having problems accessing Identity Management to add users and change roles using the standard Administator user. I don't remember having this problem with SP6. I used the Visual Administrator to make sure the Administrator user was in the Administrator Group but still could not access identity management. I saw where roles for UME are included in the Administrator group. Can anybody tell me what is going on and how to fix this??
