PFCG authorization roles not replicated to CUA into table USRSYSACTT

Dear all,

After upgrading to the SPS13 in SAP ERP (SAP_BASIS, 740, 0016) we have the following problem.

Initial position
a) New PFCG role created in customizing client.
b) New role transported to target systems.

Problem
a) New roles should now be replicated to the table USRSYSACTT on CUA system after transport to the target systems. (We need this table values to assign roles to users.)

b) All systems except one (EP1) are then visible in the USRSYSACTT!

c) If I now make a small text change on target system (EP1) in transaction PFCG and save it, this role is now replicated in the table USRSYSACTT on CUA system.

d) Why does the replication work correctly on the ZBV only in manual processing, but not in distribution during transport?
