Who can Access SAPUI5 Apps?

Dear Experts,

I have a personal doubt to know more about SAPUI5.

My doubt is Who can access SAPUI5 Application?

1 Only SAP users

or

2 Also Non-SAP users

?

If it can be accessible by only sap users, they are already using SAP through GUI at Office / Anywhere(using VPN they can connect through internet(through GUI) ) so for online applications it is a real expense to any company because they already have sap user licences and they again have to spend some money for extra application licences

I think using an SAPUI5 is same as logging SAP via GUI and run a transaction. Because once you run the SAPUI5 you will need credentials to run the app from SAP backend / call OData. So ideally it will be same user name and I don't think there will be separate licence needed as SAP announced many times Fiori is free! Check:

Of course you can think of using a generic user to run some SAPUI5 apps, so multiple users can use the same app with the same generic user. For example a worklist (report) app which is just read only. But you will lose authorization checks, and user depended scope in SAP backend, etc.
