How to use Ctrl + UP and Ctrl + DOWN

Hi all,

Im just curious whether I can use ctrl + arrow UP button in keyboard to move from one row to another in matrix (nonsystem form). i have tested using modifiers but it seems like it cant recognize the ascii.

anyone has done it before? mind to share? thanks..
