ESS MSS Tabs not displayed in Staging portal after System Refresh

Hi Everyone.

We have EP 7.0 with ECC6 as back end. I performed a system refresh of our staging system.

Since then ESS/MSS tabs are not being displayed in portal.

http://xxxxxx:<port_no>/irj/portal is being displayed as shown below.

It is actually supposed to be like below:

I am able to perform role upload (SSO is working). Couldn't think of any other place I should check to fix this.
