When to use ad-hoc package

Hi all,

sounds like a stupid question, but we have two different opinions in our team. Suppose you only have one package in your level (no need to set up different packages). Will you typically use the ad-hoc, or will you use one self-created one without restrictions?

What are the pros and cons.
