SAP PM/CS :--- contract data

hi experts,

when a user creates a service notification (IW51), he is unable to pull the contract for the bill-to-party though the contract button in the notification creation screen.

the contract is existing and valid.

I created a contact in the test server using the same data ( doc type, material, validity, bill-to-party...etc) and tried to create a notification and the contract is pulling fron that screen.

where clould be the problem ??/
