Issue with BEX filter variables

I have query and it has variables for charcateristics set-up to allow for filtering based on entered values.

The variables are either mandatory or optional.

If I have an optional variable and I put in some restricted values in for that partictular characteristic and set these as not include.

When I execute the query, the optional variable becomes a mandatory variable.
