How I can do to use a variable like a external variable exchange Rate using Currency Conversion Rules.
I explain myself, I need to read the value of the exchange rate like an external variable to make calculations in query according to the rules of conversion for the currency.

Do you want to input a factor (eg 1.72) and multiply your KF with this? (You can do a formula variable and calculated KF to do this).
This may not work as you may have multiple currencies and thus may need multiple conversion factors.

I have a document with 2 types of currencies (for example: VEB and USD). I want to prepare a report in a single currency (VEB or USD), with a manual entry variable exchange rate (say N,where 1 $ = N VEB and N > 1). The users will enter the single currency (VEB or USD), and the value of N. How can I determine when to multiply (*) or to divide in my formula for converting amounts to the single currency.

Best option is to maintain the exchange rate in SAP tables. You can update this table for the exchange rate whenever you want. Goto SPRO->General settings>Currencies>Exchange rate, or, copy these from the source system (check context menu of source system in RSA1).
If exchange rate is available in your system, you can simply choose the context menu (right-click) of the key-figure in your report o/p and select the 'currency translation' option to change values to different currencies.
