What Constitutes a "Quality" Interface

Hi Everyone,

More of a non-technical question, but I am looking for how people measure the "quality" of interfaces. Cost, speed of development, supportability, reapplicability, the fact that it just works?

How about general interface design concepts and architectures? Any suggested readings?
