Check Table is for Field level Validation whereas Value table is for Domain Level Validations. Value Table proposes table for check table.

Value table is maintained at domain level
when ever we try to establish a foreign key relation ship it proposes a foreign a key and it provides the F4 functionality .

Value table is at Domain level, when u r creating a domain there u can give the value table name, so that the field only accepts that values which r in the value table.
In SE11 u can find when u will create a domain.

It can be defined as default check table.
For eg: a country code check table may be needed to validate country codes for all tables where country codes will be stored. When you create a simple check table you have to create multuiple foreign key relationships linking many other tables to a check table. But with value table you define value table in domain and simplify this relationship.
eg: whenyou crate a check table you create a domain also. then you will create a data element say ztxland1 and then check table itself.then activate table. Then go back into domain for primary key field and put name of check table you just created in value table field.
Now create another table ztxlfa1 and land1 field and use ztxland1 data element and then bioth fields use same domain.
Now you create foreign key to validate land1.place your cursor on ztxlfa1-land1 field and press foreign key button. when you do this system will lookinto domain at value table field. If there were a table name there the system would automatically propose that name as check table.

The value range (allowed values) of a field is defined by specifying a value table for a domain. In contrast to fixed values, however, simply specifying a value table does not cause the input to be checked. There is no F4 help either.
The application of Value table is that, if you enter a value table, the system can make a proposal for the foreign key definition. A value table only becomes a check table when a foreign key is defined.

A check table becomes a value table, once the foreign key is defined.
Table A: Master Table
EMPNO
NAME
Table B: Transaction Table
EMPNO
DOB
Address
Here in the table B, EMPNO is defined as a foreign key, because enries or transactions are possible in table B for any employee only if the corresponding EMPNO exists in table A.
So you define Table A as a check table for table B, once you define the check table A becomes a Value table for B. (That is allowable values in table B with respect to EMPNO in table A).-

Prior to Release 4.0, it was possible to use the value table of a domain to provide input help. This is no longer possible, primarily because unexpected results could occur if the value table had more than one key field. It was not possible to restrict the other key fields, which meant that the environment of the field was not considered, as is normal with check tables.
In cases where this kind of value help was appropriate, you can reconstruct it by creating a search help for the data elements that use the domain in question, and using the value table as the selection method.
