Generation of Tax Line Items at Document Parking

I need to know if SAP provides a possiblity of having tax line items generated at document parking (FB60). Usaully this happens only when the document is posted and tax line items are inserted into table 'BSET'.

A table 'VBSET' is present in the system and is supposed to house tax line items for parked document (as per description). Unfortunately even after a lot of searching i have been unable find a way configure the automatic generation of tax line items at document parking.

If any one has information on this, and the purpose of 'VBSET', it would be immensely helpful.
