KM Content : Cannot get an instance of the presence state service

Hello ,

I am working with a NW04s (7.00) Version Dual stack.

In my portal, when I login (using J2EE_ADMIN) and browse to Content management->KM Content and then when browse to UME->Users and click on any user I get dialog window saying "Cannot get an instance of the presence state service" with a RED Status side to it.

Please help me .
