Can STOs be setup to create delivery if 'complete' i.e. all items in stock?

Hi

we use Stock transport orders to ship product cross company codes. Issue we have is that system created musltiple deliveries based on inventory availability. We would rather have the STO delivery created when all the items in the STO have stock. is thee a means to set that up either via config, user exit etc?

We would like to only trigger the delivery if the order is complete.

We are on SAP 47 extension set 1
