Quota Generation by Time Evaluation

Dear Experts;

As I didn't configure time evaluation before I need to know how to serve the following business needs.

Business Need 1:

Whenever an employee is hired he'll get a 15 days quota for the first hiring year, then the second year s/he should get 21 days prorated.

For example; if an employee has been hired by July 2016 then he'll get 15 days annual leave quota till the end of June 2017, then starting from July he gonna get his balance from the 21 days quota till 31.12.2017, so he should be entitled to get in 2017 18 days annual quota.

Business Need 2:

The sick leave should be generated every 3 years by every employee's employment date and won't be as the annual leave to be generated for the whole employees bye the beginning of the year till the end of the year, the year gonna be defined as per each employee's hiring date.
