Can you send some images to illustrate your issue.
Also chek the call algorythm in IP10 (button at the bottom of the screen).

not at all....I ran the scheduling my self and checked parameters before deadline monitoring.
I set the same parameter in my system but system is behaving correctly.Please check if some body modified the plan for shift factor .
