Repair Procedure - Outbound Delivery Line Item not generating automatically in Repair Order

Dears,

Once the TECO is done for service order, the repair order(VA02) does not generate the line item automatically for IRAL(Outbound delivery line item). Instead, I need to go inside VA02 and input quantity, the outbound checkbox is already selected here. then press F3 or go Back and save the order.

Ideally once TECO is done, the line item 13(Outbound delivery line) should auto-populate in the sales order.
