Dear community,
we are currently working on a two-tier S/4HANA on-premises landscape. In dev system, we created a new role ZXYZ_IT_OOOO_ADMIN via PFCG. XYZ represents our company code (anonymized).
In /UI2/SEMOBJ_SAP, we created the sematic object Z_Fiori_Tiles_XYZ_IT_ADMIN. In SE01, we created a workbench request and in SE80, we created package ZXYZ_IT_ADMIN.
In the launchpad designer, we selected the workbench request and the package and created a new technical catalog called ZXYZ_IT_MDG_ADMIN. In this catalog, per each transaction, we created a new target mapping via the previously created semantic object:

Further, we created tiles as follows. We again referred to the semantic object and created a new action per transaction/tile.

Back in PFCG, we assigned the technical catalog ZXYZ_IT_MDG_ADMIN to our role ZXYZ_IT_OOOO_ADMIN.
In the Manage Launchpad Spaces app, we created a new space ZXYZ_MDG_OOOO_ADMIN to which we assigned our role ZXYZ_IT_OOOO_ADMIN. We then created the page ZXYZ_MDG_OOOO_ADMIN and assigned it to the space. Next, we added the transactions as tiles via the "derived from role" menu in Manage Launchpad Apps. We could now access the transactions as tiles via Spaces and Pages.
However, after transporting the role, the space and page as well as the technical catalog to the productive system, we cannot access the transactions via the Fiori launchpad at all. Neither via the classic home page layout nor via spaces and pages. In contrast, all native Fiori apps in the role/space and page do work.
We checked that the role is identical between dev and prod system. Also, the technical catalog looks the same in the launchpad designer. The semantic object exists in both systems.
However, we noticed that running transaction /n/UI2/FLC for our role ZXYZ_IT_OOOO_ADMIN returns no issues in the dev system, but the following in the prod system:
"No target mapping for object/action Z_Fiori_Tiles_XYZ_IT_ADMIN / startPFCG in this catalog" This error occurs with a different action name for each transaction.

We currently do not know how to fix this issue. I hope my lengthy description of the issue helps to give enough background. I appreciate your support.
