Why doesn't SAP follow Atomic Design Principles like Google does in Material Design Guidelines?

Material Design is Google's Design Guidelines which is based on Atomic Design Principles. So I was wondering why doesn't Fiori believe in Atomic Design Principles. Because this might make our Business Applications much better, smoother and give us the feeling.

Actually, SAP Fiori Floorplans are taking many ideas from Atomic Design (initially coined by Brad Frost, I think).
