How can I configure a report to display dynamic and static data interchangeably?

Hello SAP people!

First time posting (and undoubtedly not the last, so it's nice to be here). I'm on SAP Crystal Reports 2016.

I have a report that I need to make using your software, and I'm a little stumped as to how to achieve the desired design. Namely, I have a list of customers, and I need the report to display 4 records (some basic data about the customer - name, address, city/state/zip, all coming from a single table) on one page in 4 boxes separating the data, then I need to follow this page up with another page showing 4 sets of static text. Page 3 would be the next 4 records of people, and again, Page 4 would be another set of 4 static text boxes etc.

I'm providing a rough diagram of what I want to achieve as a visual aid, and please excuse my rudimentary skills with paint.

I have attempted to put a single dynamic data box (info on one person) in a subreport and tried to replicate it 4 times left to right to fill up the page, but this conflicts with how I need to have static text (page 2) interchange with every dynamic set of 4 records.

For hypothetical purposes, if I had 9 records, that means page 1 and page 3 would be sets 1-4 and 5-8 of records, and page 5 would be 4 boxes for dynamic text with 1 of them being filled in containing that 9th record. Page 2, 4 and 6 would be the same 4 static boxes of text.

I hope I've described the problem I'm trying to solve sufficiently. Please let me know if this can be achieved with SAP Crystal Reports 2016.
