Inbound message 401 authorization error

Dear Experts-

I have developed an inbound iflow in HCI PI which receives data from 3rd party system and sends it to SAP ECC. I have all the signed certs in place meaning have exchanged all the public keys on both parties and also have mapped the vendor cert to admin s-user in HCI PI so that inbound message can successfully establish connections with HCI PI. I have provided the endpoint from HCI PI to vendor so that they can configure the same and send a message. When a vendor is triggering a message he is receiving 401 auth error. To brief up the issue please find below the steps which have done so far.

1. Created iflow in HCI-PI.
2. Provided the endpoint created in HCI PI to vendor so that he can configure and send message to HCI PI.
3. Exchanged Signed public key in x509 with the vendor and received the same and configured in HCI by mapping it to HCI admin s-user.
