How to linkage work permit number with another one?

My client required to link work permit number and depending permits on it

For example,

We have a task required cold and acaffolding permits.

So, He need to create cold permit and assign scaffolding permit number on cold permit.

and he need to restrict approval for cold permit without approved on scaffolding permit

Is it applicable??
