in invoice the mode of transport foreign Trade is picking wrong how to change in sap ecc

Hi in sap config mode of transport - border is 1 that is sea

But in invice creation i am getting an error VF072 error incompletion log
if i enter manually mode of transport - border is 1 i am getting this error . if i give mode of transport - border is 3 that is Road error gone
can anyone help me to solve why invoice data is not in sync with customer master ?
